i tried all of these..and this year i spent around 1300 dollars trying to make my acne and acne scars go away but now i see that my scaring got worse, and my acne is worse than ever!!

Okay, please listen to me.
I was in the same boat as you for 9 years of my life and just recently figured out what truly helped.
First off, get a nice face wash like Noxzema Anti-Bacterial Lathering Cleanser. It will help fight bacteria that gets on your skin to cause acne.
Second, you need to go to your regular, normal doctor and ask for Minocycline. It's a prescription antibiotic in pill form that kills many varieties of bacteria that cause acne. Acne comes from within, so you need to stop spending your money on topical crap. Pro-Active, Murad, and Acne-Free are all gimicks and never worked for me.
Do not use any other product on your face other than face wash. Unless they also want to prescribe you Clindomyacin. It feels a little burny at first but it helps a little for something topical in conjunction with the Minocycline.
Anyway, back to the antibiotic. I have the max dose prescribed to me which is 100mg twice daily. I started seeing results in one week. If you are really serious about clearing up your skin, please make an appt to see your doctor about Minocycline. I tried Tetracycline and Doxycyline and the Mino was the only one out of that family that worked. Please take my advice and at least try it.
Also, drink lots and lots of water starting now. Drink at least 4-6 bottles daily and you will notice a difference just from that.
