What is the correct sequence for good skincare?

I was always confused about where shaving comes into play.

I know its cleanse, tone, moisturize, and protect.

But where does shaving go? I used to just shave after showering so that the hairs are softened and before cleansing with my facial cleanser and Clarisonic Pro since I thought that would rinse away any loose hairs. But I think I have it wrong. Am I supposed to shave after cleansing and before toning? Or can I shave before cleansing as long as I shower first so the beard is softened?
