When a product says it smooth skin does this mean it even out skin tone?

I want to use it on my neck area as it's patches and has different complexion.
When you say smooth does this mean makes the skin appear one tone as it even it out your skin complexion or i'm i wrong?
more like rough dry skin, wrinkles, and fine lines.

Is this a good skin routine?
Wash face with really hot water
wash with neutrogena oil free acne wash
rub jamieson tea tree oil all over the face
moisturize with fruit of the earth aloe vera
if it's sunny , use l'oreal ombrelle 60 spf sunscreen facial version
once a week exfoliate with body and earth exfoliater with jojoba crystals or something hahah
Night
Wash face with really hot water

spot treatment with murad spot treatment (sulfur)?

i'm a 14 year old guy with moderate pimples, oily T-Zone and i just got 3 random pimples, below my lip, one above, and one on my cheek :S
i just really want good skin, like i did last year when the only thing i did wash use oxy pads 
in my opinion, go to the dermatoligist. i had really bad acne, and my skin cleared up in like a week. but good choice using the neutragena oil free wash, thats what my dermatoligists reccomends me(: good luck. it sucks doesnt it? im 14 too...
